No, muscle cannot turn into fat because they are two different types of tissue. What can happen when you stop working out is that muscle mass can decrease (atrophy) if not maintained, and your metabolism may slow down. If you maintain the same calorie intake without exercise, you might gain fat, but muscle and fat are not interchangeable substances.
